PREQUALIFICATION REQUIREMENT, FOR CONTRACTORS TO PARTICIPATE IN TENDERING, FOR THE DEMOLITION & REMOVAL OF AN OLD DETERIORATED MARINE BRIDGE AT ZUEITINA TERMINAL-LIBYA

PROJECT TITLE PN-1535 : DEMOLITION AND REMOVAL OF AN OLD DETERIORATED MARINE BRIDGE-ZUEITINA TERMINAL

Introduction Zueitina Oil Company intends to invite reputable Bidders / Contractor specialized in Marine Structure for the Demolition and Removal of an Old Deteriorated Marine Bridge at Zueitina Terminal, this announcement on the website is an invitation for PREQUALIFICATION of Contractors to inter in bidding for the demolition of Marine Bridge.

The Marine Bridge is located on the shore of the Mediterranean-Sea near the City of Ajdabiya at approximately 180 Km South of the Libyan City of Benghazi.   

The Company is planning to Dismantle and Remove, the Redundant Approach Trestle, which is an Old Reinforced Concrete Marine Bridge, constructed by late year 1968, located nearby the LPG. Gas Plant at Zueitina Terminal to link between the shoreline and other ZOC Marine Facilities.

          During the past, this Bridge has gone under refurbishment work for some of the existing pre-stressed Concrete Piles by installing new Mild Steel Circular Sleeves, in Two Halves, Bolted together to strengthen the piles structure. Thereafter and by early year 1990 the construction of New Approach Trestle (Marine Bridge) commenced, to serve for the same purpose / function as the Old Bridge, and since then the Old Bridge is a redundant Marine Bridge not in service.

Brief Description of the Project Scope of Work: the Old Approach Marine Trestle Bridge, is a reinforced / prestressed concrete structure which was put out of service and closed to Pedestrian and Vehicular travel since year 1992 after successful completion of the construction of New Steel Structure Marine Bridge, located just south of the old Bridge that to be removed.

          The Marine Bridge to be removed is composed of Prestressed Concrete Piles and Prestressed Concrete Deck Slabs supported on the Piles by mean of Prestressed Concrete Girders; the Piles Cap.

          The Main reason for Demolition / Removal of the Bridge is related to advanced severe deterioration of the Trestle Reinforced Concrete Structural Components which has resulted in a Safety Concern due to its proximity to the new Approach Trestle Bridge and other plant facilities such as the Carbohydrate Pipes and Cables Racks (Electric and Telecommunications).

          As an example; recently and when in a severe weather condition storm high waves with high wind speed, in October of year 2021, One of the Prestressed Pile and its associated Slab Panels, which are supported along one Cross Beam (The Piles Cap) have distorted in place and failed but did not fall down in the sea. Currently these failed slabs are still partially supported at the piles.

          The total length of the Old Marine Bridge to be demolished / removed is 1716.75 (ft.) 523.30 meters; starts at the shoreline, nearby the LPG. GAS Plant-Settling Basin at Zueitina Terminal toward the Jetty. The bridge composed of Prestressed Concrete deck slab panels supported on 43 Prestressed Concrete Pile Bents with their associated Prestressed Concrete Pile Cab Beams (Girders). The Highest Bridge Elevation is 15 ft. (4.57 meters), above Mean Seawater Level (MSWL).

       Qualification Requirement to Participate In Tendering.

Interested Contracting Companies intending to participate in the above Tender must satisfy the specified requirements hereunder and submit the required information below. Failure to submit any of the under listed documents will render in disqualification.

1. Letter addressed to the Bids Committee Coordinator, stating expression of interest in tendering with brief discerption of the Contractor achievement and reputation and the total number of years in marine construction works.
2. Copy of Company Legal Registration in Libya, or details of Branch Office, Representative or Agent in Libya. Contractor’s License, Commercial Record, Tax Payment, Valid Chamber of Commerce Registration Certificate.
3. Company Profile with full details of similar construction works performed with relevant and verifiable Reference List of Clients where the works had been undertaken.

4. Literature/catalogue of the entire range of work/service, equipment and any additional information that will enhance the potential of the applicant.

5. Company experience in similar construction works (Marine Structure, Steel / Reinforced concrete Structure) with total number of years. Including: organization chart, engineering and technical staff, list of equipment to be used in the removal of the bridge, list of completed projects along with clients Certificate for completed projects.

6. 6. Submission of Financial Status document of the Company turnover for the last three (3) years.
7. Zueitina Oil Company has the right to exclude any file that does not meet the above stipulated requirements.

8. The Prequalification Documents containing the above stated requirements shall be submitted in sealed envelopes and marked:

9. The prequalification documents shall be submitted no later than Sunday: 25-12-2022

When documents are received by the Bid’s Committee Coordinator, they will be evaluated by the Company Technical / Legal Personnel to select the successful qualified Bidders to bid for this new construction project.

Note:    Successful Bidders will be contacted by Bids Committee to pick up the Bid Package from          ZOC

Important Notes:

1. The pre‑qualification of Contractors is not an invitation to tender. Zueitina Oil Company is neither committed nor obligated to undertake the work described above or to issue any call for tender or to include any respondent to this invitation or other company on any Bidders List or to award any form of contract.
2. The Invitation to Tender (ITT) and full ITT Package will only be issued to qualified companies that have been pre-qualified.
3. Zueitina Oil Company will not be responsible for whatsoever costs incurred for preparation and submission presented in response to this notice.
4. Zueitina Oil Company shall deal only with authorized officers of the companies and not through individuals or agents.
